Can anyone suggest change of status from H4 to L1B is better or fresh L1B from India?

I am on H1B, and currently based out of bay area, CA. Can I buy property/ real estate in TX or GA for purely investment purposes and use rental income from that to offset mortgage payment and generate cash flow. Is that okay to do on H1B? Any advice from people who have done this or from legal folks in this bowl will be helpful.
