Headcount is based on the projected activities/projects/ROI/new business needs of a team. If leadership decides to pivot or move in a different direction, then additional headcount need not be granted, or, current headcount can be reduced. In such situations, even if a candidate has done well, there’s just no business need to bring an additional body on board.
You probably interviewed for an evergreen opening, which means they need to actually have a position open up for you to be successfully slotted in.
Think of it like this: you're a chef who has one soup, tomato bisque, on the menu, but you're thinking about putting a second soup on the menu, chicken soup, because winter is approaching and customers like to order soups more frequently in the winter.
So now you start tasting chickens from all your suppliers to see which one you like best. You find a few good chickens at one supplier in particular (this supplier is you, OP, in this analogy), buuuut you were expecting it to take a lot longer to find a good chicken for your soup, so you ask the supplier to freeze a few for you so that you can use them when the winter gets closer (the freezer is the company's response to you about headcount, because they're asking you to hold on until winter, AKA a business need comes).
As the supplier, your options are to put the chickens in the freezer but risk the chef not wanting them when the season comes around (maybe they decide to make lentil stew instead of chicken soup), or sell the chickens to someone else (apply for other roles).
