Context:
I had interviewed at a company several months ago and the recruiter and CTO liked me and added me on LinkedIn. Didn't get selected for the initial role due to being a bit green for the level, but they said to keep an eye out. Flash forward to now, there's a new role open that I applied to that's definitely in my scope of experience.

My question is: should I reach out to the recruiter or CTO, and if so, how should I approach?

does any one have tips and tricks on how to be a good interviewer? I'm finding it difficult to gauge someone just asking...tell me a little about yourself...

Few days before of my joining date, i came to know that the technology stack from customer got changed and customer had no requirement for which i was hired. However parent company still hired me and now they're in process of allocating me in some other clients. Sometimes i feel insecure about this situation. How to cope up with such cases?
