Do socialists actually think talk like this from Kamala Harris is actually helpful? That you need an 'equity' approach whereby people with low income or of color are helped first post catastrophe.

I can't help thinking liberal identity politics framing doesn't change/improve the actual policy, it justs elicit more backlash, invigorates the right, and undermines support for social justice. All the downside, no upside.
You could almost think such liberals are some kind of false flag psy op, planted to undermine social justice, but I've known far too many and they indeed sincerely behave and think this way, that divisive framing helps the cause.
I’m not a binary thinker, and intersectionality (and real world data) would challenge the notion that one can isolate the class variable in places that have been colonized and impacted by white supremacy. This is the problem with socialist frameworks that require class to be prime. It’s a yes and in several societies. Add in gender and other attributes and it just becomes a useless exercise in oppression Olympics. Specifically as it relates to class: Mobility is an underexamined aspect of how earning/income vs traditional notions of class play out. My grandparents were oppressed black/native laborers in the Deep South. My parents stepped up into lower middle class and moved from there. I’m a knowledge worker with upper class earnings and no generational wealth. I am not the same as everyone who makes the money I do. I am also not like Africans who emigrate with generational wealth behind them. There is no battle with race vs class except when one has a class warrior mentality. When one is interested in creating equity between people who have been oppressed, robbed of wealth or who lack opportunity and access due to poverty, the solutions are richer and non-binary.

To each according to his need. If one community is more resource-deprived than another, has more need, then more resources go to that community to fit that need.
It's not a socialist policy to help Black people simply because they're Black. Nor is that what Kamala Harris is suggesting.
