You do the right thing just keep trying and send out business. You never know.
look online to map software and make a list of businesses in the town you wanna work in. Sometimes it's easy to forget what's available or maybe they have alternative ways for you to apply for jobs (I know some around here where the only way to find out they're hiring is FB since they don't use job boards or have a website). Then take a day and go into town and go door to door asking if they happen to be hiring (with a few copies of your resume folded up). I actually got a couple on-the-spot interviews doing that, and some restaurants and small businesses still use paper applications. Think of it like a battle plan and tackle it. If anything, maybe those folks who DON'T have openings know of another business that has been needing help in the area, just not widely advertised yet.
Then get a seat at a diner or coffee place with good internet and fill out all the applications you can and submit them. Best of luck.
