It depends on what you are ranking and who the audience is.
If you're dealing with developers, 0 based ranking is largely popular.
However, 0 means nothing. So if you are ranking maturity efforts, 0 would mean "nothing". So, for a company that's doing "nothing" in an area, they'd get a zero.
However, if we are talking "how much do you like the product", I like a 1 based system. Because 0 means nothing and is ambiguous in this context. I like it 1 means it's my least level of liking, or I like it 5, my most level of liking.
So, if for what you are ranking "nothing" is an option, then I'd do a zero based list. If "nothing" is not a valid option, I'd do a one based list.
Ah that makes sense, if you see my reply to Walmart above that’ll give some context. So for my example it would probably be better to limit the lowest ranking to a 1 rather than 0.
I have your solution. Scale from 0-1 using decimals.

I don’t really have an opinion, but I a fan of 0-base systems in other contexts so I’ll say 0. Out of curiosity, what are you ranking and what will the ranking be used for?

Honestly, the comment below saying to use percentages is 100% correct (pun intended). If you’re already estimating the probability of exit, use it! Don’t hide that useful information behind a score that can be misinterpreted.
