Have you been told that you can't bill 8 hours a day, despite being on a W2 and being expected to join meetings, answer emails, etc?

It is illegal. If you are hired and expected to be online during the day, you are working. If they don't have a job number for "wait time," then you need to bill to the jobs you are working on.

Don't let them do this to us. We are not "on call." Tell the PM or ACD or whoever is telling you to limit your hours that it is illegal. They will back down.

Watch out for Publicis—specifically Digitas. After a few weeks there, and a couple of quiet days (client is taking their time w/comments, etc) I was told that even though I was booked for that short week, I was only going to get paid for time actually worked—the 3 daily status meetings. Yes, that’s correct. 24 hours waiting patiently for the client comments and they’re paying me for 3 hours.
