If I'm reading this correctly, then yes, I've had a former manager come back and joined my team with me as their manager. In my experience it's only uncomfortable if one or both of you make it uncomfortable. You're not going to be mentoring them or teaching them how to do their job, but you're still there as their manager/advocate
I have had that happen. I left an agency where he was my manager, I received a few promotions and when he made a move, he was junior to me. The relationship was fine, and remained professional.
