Get an offer then resign
If you are prepared well enough to crack interviews then you should think why it is taking time, you may be technically prepared well but what can go wrong in an interview you never know. If you can bear the risk it is your call. But what are you going to say to interviewer if they ask why did you resign without any offer, you have to think a good answer for that as well.

Get offer and resign....
Try to get offer even if you are very good technically..if you already prepared for interviews you can take risk as u will get job easily since your exp is low
I would get an offer and then resign.
IMO you won't get good or many companies with 90 days NP.
So, if you being jobless for few months (a possibility) is not a constraint for you, I'd strongly suggest to resign first.
Also you should be technically strong to ace the interviews
