Try using previous value in your formula, and check the previous value was closed

Ok so use the various dynamic tools available at lightning record page level (dynamic related list, actions, form) to control this. Validation rule can be written but not the best solution UX wise
I think you need more details and there's a ton of resources on Google to help. Just off the top of my head, are we talking about a child object? If not you could try using dynamic actions to hide the create button on the lightning page based upon a field status.
