Hi there! I used to work for a water company once upon a time. There’s likely a leak in the internal plumbing system of the building.
Ask them to send someone out to do a pressure test. They’ll be able to tell where the leak is coming from.
Also, if you’re in an apartment building, speak to your neighbors! See if the same thing has happened to them

I once got an exorbitant bill from LADWP and when I called to contest it they revealed that the meter reader couldn’t see my meter when he came to read it (it’s inside my patio and was obscured by a chair cushion that day) so they estimated. When I showed them my average usage for the 6 months prior they agreed they over charged me. Unfortunately for you, they wouldn’t issue a refund but instead credited my account so I essentially had no bill for a year until the credit was spent.
TLDR call them and fight it

I don’t know how you could use this much water in an apartment. You would have to have a toilet stuck open or something like that but I’m not sure even that would use $3500 of water in a month. Do you know where your meter is? The first think I would do is check the meter readings and see if they match to the invoice. Also turn off all your water and see if the meter is still turning.
I know. I don’t think it would be possible. I searched the entire building with a plumber and we could not find the meter, so my property manager is coming by tomorrow. Thank you so much for your response.
