I’ve put myself up for L4 promo this cycle. Assuming I get it, what would be the best next steps to optimize for long-term growth/TC?
My understanding is that L5->L6 is extremely painful at Google. It may be easier to leave for a handful of years and gain managerial experience before returning.
L4->L5 is less challenging; however, I’m under the impression I can do this quicker at another company (if I leave after being freshly promo’d) AND get higher TC.

Yes, it indicates someone (likely offshore) moved your resume from one pile to the other.
You have to keep in mind the scale that Google operates on with these job postings.
It’s a false dopamine hit.
300-500 applicants per role minimum. 100+ qualified applicants screened by a dedicated offshore screener. All of which will receive assessments. All of which will pass, since it’s basically a pulse check to confirm you’re actually a real person. All 100 will need to go through an onshore recruiter resume screen, recruiter interview, etc.
OP, I’m sure you’re very talented. This has nothing to do with you specifically. The point in the process that you are at is insignificant. Keep applying. Keep refining your resume to the role. Eventually, your number will be called and you’ll get the recruiter screen.
