Pre-sales and solution ownership of sales pursuits data analytics related services for cloud b. Own end to end RFP or RFI etc. Does it mean work is on presales only ?

Every time I was given a new date (3 mnth) for discussion, giving reason project not in a stable condition & ban on release from Unit Head.
