Hi, is telephone reimbursement included in ctc or is it extra something out of ctc??

Got a verbal confirmation for an offer from recruiter. Now she is negotiating my pay with the compensation team instead of me. I thought I had to do the negotiations with that team? This is for a L3 role at google canada. To the fellow googlers, is this normal practice or am I being lowballed here?
