I weight the homework so that the students cannot pass the class without completing 90 percent of the work. It causes issues but I’m tenured and refuse to back down.
I don’t give homework. I give class work and if the students don’t use their time wisely, they give themselves homework.

I agree that homework completion has dropped dramatically the past few years, but in our district, our students have realized that homework barely impacts their grades. Our middle school currently uses the 90/10 grading policy. 90% of their grade comes from summatives and 10% comes from formatives. All homework is formatives. Due to this, so many kids just simply don't care about homework (including my own high achieving biological children!) because having missing assignments has very little impact on their actual grades. We have said this system is not working since Covid. It also punishes students who just aren't strong test takers. My hope is that changing to a different grading system that counts homework as a higher percentage will change the student's attitudes.
By keeping them accountable. If they do not complete they get a zero and IF they complete they get late points. I also email parents a missing assignment report out every 2 weeks. I do not necessarily assign homework to my regulars. I give classwork that turns into homework and due at the beginning of class the next day. IF not turned in they lose points right off the bat.
I use a reward system.
