Ask specifics and over communicate. State explicitly I will take ownership of xyz work stream, how often do you want updates. Then do it more often. He's sticking his nose in because he's insecure about what is going on and ultimately your product is his ass on the line. He hasn't learned to trust his team and when/how to give feedback.
When they say no one takes ownership, you may need to ask what would that look like for you? Because you an your manager may be talking apples and oranges.
