Oooofff. I don't know what the right call is here. I wouldn't want to involve myself at all, but I also wouldn't want to have that conversation with the HM. Is there anything you could do to separate them without it being obvious? That seems like the only decent option that doesn't make things awkward for everyone.
There is an HR hotline. I would recommend calling and letting them know. Or you can let the team member know to call the HR hotline.
I have never had anything happen like that before. That sounds like a tough situation to be in. The HR hotline mentioned above is a pretty good idea.

Tell her to bring her concerns to HR. If he continues to say or do things that make her uncomfortable after she clearly expressed not being interested, it could definitely be an HR issue.

I’d tread carefully—document what she’s feeling and offer support, but avoid confronting the manager yourself. Encouraging her to keep a record and consider HR when something concrete happens is usually safest.
