Not a great way to instill trust. Things can change, the scope, the role, but you can’t just pull the rug out from under candidates. It’s best to address changes transparently and have a clear reason. Personally, I’d be wary of interviewing for a job that seems disorganized. It’s interesting to think about how you’d want it handled if the roles were reversed.

I agree. Change happens, but trust depends on how it is handled. If expectations shift, I think transparency is the bare minimum.
The answer is yes, the JD can be rewritten and regraded, but that means restarting the process. The old job gets taken down as closed and candidates are informed that the position is changing. The new job goes through all the steps. This creates a delay and some damage to the company brand with those candidates who applied so before doing that, what's the reason behind the change? Did we discover a different business need than previously thought?

You can change the role, but you cannot quietly move the goalposts. Restarting the process protects fairness and forces the business to justify why the change is actually needed.
