If they deliver good work, they are being productive and time isn’t wasted.
Creativity don’t happen in neatly-packaged shifts. What if you get an idea at night while in the shower, after letting the brief percolate in your head all day while “wasting time”? How do you even quantify the time spent on that idea?
Also, some of the best creatives have ADHD.
Learn to handle the unpredictable nature of creativity and neurodivergent people, or switch careers into a shift-based industry that blows a whistle promptly at 5 p.m.

Let them live. You said they don't ever let their lack of productivity come in the way of their output.. then why bother moral policing?
Yeah, don’t. You’re a CD, not a shift manager at Chilis. Nothing is worse than a type A boss nitpicking your work style just because.

I wouldn't. The only thing you should be judging them on is output. If it's consistently high quality, who cares when or how it gets done? "If it ain't broke..."
You might be in the wrong career if...
Honestly if they are delivering good work I would just let them work the way they need to. I am one of those people that struggles to get work done in the office too and sometimes take it home but it always gets done. Some people just work differently.
