I wonder the same thing. I have a student who can not even log into his Gmail account without being coached through every step.

It is so difficult to deal with
I was able to allow my lower readers to use text-to-speech and back again on some assignments. Our special ed teachers and IT departments were able to find (free?) easily a available software. Sine of it highlighted the words as it spoke, to help with the reading development.
I also found text and videos that were matched so that the reading was a little higher than my average reading level . After they did what they could with the reading and answered some fairly simple questions, I showed the video that covered much of the same territory and added more detail. Then they had to answer questions requiring more thought. This was mainly for current events.
I started looking at AI last year. It has the ability to rewrite texts at different levels. So you could conceivably take an 8gh or 9th grade level source and have it rewritten at a few different levels. Have different kids read different versions and then move on from there. But that does start to be a bit of extra work for you.

This is where AI is a god send - put in any writing and ask to make it accessible to those with a k -2 reading level with supports , assessments , etc
