Either the company truly doesn't have budget to give you a raise, or they are just telling you that to pinch pennies. Either scenario isn't a company I would plan on staying long-term.
Update your resume, that 3 years of experience is worth more than a small raise to your next company, most likely.

I worked at an agency for 7 years. I got a promotion with a paltry raise then they gave me a market value raise. Then let me go 2 years later because I was too expensive.
Companies will never prioritize you. They care about their executives, then their shareholders, then their customers, and finally their lower level employees. If you’re not getting raises and are good at what you do, jump jobs.
You should definitely be looking elsewhere. Typically, if you don’t get a decent increase every couple of years, you are already way under market. Apply around and see if you get any offers.
If the leadership group (C-Suite) keep getting raises.. which I am sure they are, plus bonus and stock... You have your answer... And it's hurtful, I know it allll to well. 😥 The market has been so tough people are like.. well at least I have a job...and so.. we stay. For now... And probably the foreseeable future given all that's going on.
