The best way to ask will always be company and offer specific. Generally, I would like to thank them for the offer and ask them if we can get closer to [range]. Reiterate my skills and experience if I need to.

Don't ask if the salary is negotiable. Express your gratitude for the offer and then tell them it's lower than expected and make your request. If the salary truly is non-negotiable, you'll still find out, but approaching it this way robs them of the opportunity to shoot it down point blank.

A better tactic might be to avoid asking a question that can be shot down quickly. Saying it's lower than what you were looking for, or something along those lines, may at least open up a conversation. In some situations it simply won't be negotiable, but you might as try to probe around and see for sure.

I don't bring it up until I get an offer. And I never ask if the salary is negotiable. I just give them a counter and let them tell me yes or no.
