It’s so weird to me that companies are overlooking all the time and money they will have to invest in those new employees for them to be at the level of the experienced. Not sure why it’s an all-or-nothing situation for them.

When the math isn’t mathing, it’s how a lot of these decisions are made unfortunately. Most of the people cut aren’t going to find something else that pays their worth. And they’ll deal with being “over qualified” for smaller positions.
It’s so messed up
That sounds about right. This is why I always say nobody is safe during layoffs. They don't care how long you have been there.
It is so scary
This is becoming more common and, at least in my opinion, being accelerated by AI. Companies have deemed these long-time employees as "too expensive" and are counting on AI tools + younger employees to fill the gaps left by their absence. If loyalty in the workplace wasn't dead before, it most certainly is now.

I’m mid career and this keeps me up at night. I feel like if you stay at a company a while your relationships are worth a lot more than your results.
