I think the upper end is mostly reserved for people with rare industry expertise, or those hired into higher levels or management-heavy roles. Sometimes internal equity and budget limits play a part too. I really don't know the answer but this is what I think.
The upper end of the range is nearly unattainable, and a lot of factors would have to come together for someone to obtain that. As for the ranges often being so broad, that's partly a function of the law in some states requiring job postings to include salary bands. Companies comply in a passive-aggressive manner by posting a range that's so wide it doesn't tell people very much.
Yah range can vary depending on sector and level of experience but also agree with others nobody except the rare exception gets hired at the top tier. Ppl that actually qualify for the top tier are looking for that next level role, not one they are in the top tier of.
I think a lot of employers are lowballing people right now, simply because they can. It's an employer market and they can determine the salary rate, even if it's laughably low. Because for a lot of people, the alternative is losing their houses, defaulting on loans, etc.

Typically, they want the larger end of the range to attract people to apply. But they’re really hoping to get somebody who will work for the lower range. With a wide range like that employers are hoping applicants will think there’s an opportunity for them to grow into that larger salary.
