Are you sure he wasn't shaved? That doesn't look like clipped. If he was shaved and double coated it can definitely alter their fur.
While that's technically not shaving, if it is a double coated dog, then it's basically there. If they aren't double coated, then it should grow back fine but could just take a little time.
If your pup is double coated, then just be careful with temperatures while it's growing back. The double coat is what helps dogs stay cool in the summer and warm in the winter. It's possible the two coats can grow back at different speeds, which is how it often alters the fur. It could either be patchy, sometimes the top coat won't even grow back. Other times it grows back just fine. I had somebody use clippers on my border collie, and it took a good 6 plus months to grow back to normal, but it did in the end. I always insist on finding places with scissor cuts because of that. It often costs more, but then you don't have to worry about this kind of thing.
