1) ask for more money, you should always do that when offered a job no matter what… no one presents their best and final first
2) your company decided to hire your partner because they could do the job, it’s not your responsibility to stay there just because you referred someone to a role
3) the only concern to me is why there is no support, especially if you’re running a department … departments = staff in my mind but maybe this is a nuance of the industry I just don’t understand
If growth is something you want, you have to go where opportunities are.
Some other info. I've been working around my current job for 5+yrs. No foreseeable growth. No dev. opportunities. But this business is growing, and is very secure $, with overtime. It's considered a necessity in the field I work for. On the other hand, the job I've been offered is in the arts, something very wishy-washy, but does have room for growth and dev. opportunities. Not sure if there is any overtime though, and I basically work 5+ hrs overtime every week with my current job.

It is good to weigh the pros and cons but where is the salary increase? More responsibility would warrant a higher income and if they approached you, then negotiate a higher salary + bonus. This will greatly help drive your decision.
Based on what I've been hearing it doesn't look like I'd be able to hire permanent help, but I would be allowed overhire on a project by project basis. More specifically, they have a program with a nearby college program where students can work with the person in my position as overhire, while learning career skills. Basically a part time paid internship.
Honest question, as I've never been in this position where 2 companies want me. Is it a bad move of me to tell my current bosses and see if they counter offer?
No, but it may signal to your current company that you’re looking (even if you weren’t). Also be prepared that they may not counter at all.
It's better to stick with what you're already used to,since its same salary,going into the unknown is very unpredictable
