What's the maximum package a devops engineer can get? Plus devops engineer can be consider same as software engineer in terms of package?

Joined Ericsson a year ago. Learned new things but not enough. Thinking of leaving it and join some other org. What do you think? I wanted some on-site opportunities but so far nothing.
I know the raise will be in between 5-10%. But the part I missed the most is learning. I can use their portal but that is all theory and can’t do much if they don’t provide the time for it .

I just got a job offer for an Entry Level Software Engineer at Boeing in Saint Louis. The salary is $82,000 with an $8,000 sign on bonus. I was hoping for an offer closer to 90k base and I don’t care too much for a sign on bonus. However, this is a lot more than what I’m making now, and would be my first SWE job. Should I counter? I have given interview in LTI on 20th August which was pull campus so L1,L2 and HR all three rounds over on same day and I was told in HR round only that you are Final Selected. I got documents submission mil on 22nd August and I submitted it, But till now(2nd September) I have not got any mail for offer letter. How much time it will still? Can anyone help me on this?

All the reimbursement and other stuff which goes to partner for approval , does partner actually sits and review all those and approves it or does he have any secretary or assistant to approve all that.
