I'd guess that the reason has to do with their first candidate either not being a good fit or having left for another job (it's unlikely, but if they were interviewing at other places when they accepted, it's possible). As for how I would respond, I would say I was still interested in pursuing the role. It's kind of annoying being passed over initially, but at the same time, I don't think any of us can be too proud or choosy in this job market.
Thank you for sharing your thoughts! Yes, the feeling is too real, being passed over as the subsequent option especially they specifically mentioned in the rejection email that they have decided on the other candidate whose skillsets is better fit in the role.

I have seen this happen before. I would consider it if you are still interested in the role. If you aren't then I would just let them know that you have already found something and you appreciate them reaching back out to you.

I would also think that they probably have difficulty filling the role and this might mean that either the pay is not so good or the environment is not so ideal. I would politely ask what changed and also would negotiate benefits and/or bigger pay. Remember that you also have power, they obviously thought you are a very good fit even after the rejection.
If you want the job, say yes. I'd love to be considered. Get the job!

If you're actually still looking for a role and are also interested, I would respond back saying that you're still interested and negotiate from there. Like others mentioned, it's possible that the candidate that they initially wanted to move forward with backed out or ended up not being what they were looking for
