You may get more traction asking for advice rather than feedback. Weird little mental trick that seems to make a big difference. So instead of “please let me know if there is feedback on the draft attached” try “attached is the draft. I would appreciate any advice on how I could improve it.”
It’s frustrating, but sadly common. Try asking for specific feedback on one aspect instead of a general “how was it?” You might get more helpful insights when you guide the conversation.

Exactly. It’s not as though the partner is saying, “This is a really mediocre brief but I’ll sign my name to it anyway.”

The sense that I get is it is very much you sink or swim on your own.
Common. But it also depends who you work with. If you’re getting 0 feedback from anyone at your firm then it might be a systematic issue you can’t fix. If you can live with it, then it is what it is. If it’s a dealbreaker then you should look to move.
