Is there any reasoning given for why they are looking externally? I know certain companies avoid internal promotions, and I’m not sure why. You’ve already proven yourself and have the in-house experience.
I've met managers who almost always want to hire externally because it feeds their ego for some reason. It sucks, because people don't stay at companies where loyalty isn't rewarded.

That is frustrating especially when your direct leader sees your readiness but the DM blocks it. Sometimes they are focused on “fresh perspective” instead of internal growth. If that pattern continues, it may be worth asking directly what specific gap they think you have so you can either close it or decide your next move.

That’s a tough spot to be in, especially when your direct manager sees your potential but the final decision skips over you. Sometimes higher ups focus on fresh perspectives, but it still feels discouraging when your experience is right there. Might be worth asking the District Manager what specific gap they see so you know what to target next.
