Hmmm I had not heard of this OP but I am glad you shared it. While I don't have kids I do think that social media has become a bigger issue than ever before and I definitely think this is a good idea in theory. Now will it actually work? To be honest it seems pretty unlikely. Like you said, kids are smart. They will figure out a workaroudn.

It depends on how it reads and parental involvement. As a parent, I own the phone, I should be able to control which apps can be downloaded. A simple triggered request to the parent for permission, would be a start. The ability to remove it remotely better. Can they look on someone else's phone, sure. But the point, if you believe the name, is to empower parents who want to take so e protective steps. Will so.e kids circumvent. Sure. People circumvent all kinds of laws, doesn't mean the law isn't useful.
I don't know enough about what the law covers and the expected implementation to know whether it will be useful or is just showmanship. But social media apps have been shown to be a significant contributing factor to mental health problems with kids. If it isn't effective, maybe it will open doors for a better solution.
Oh there are going to be so, so, so, so, so, so, many work around and children are known for keeping up with technology better than their parents so they will have no trouble getting around these laws. And the social media platforms aren’t going to comply. This is a political browning point law in my books.
