A $15,000 increase is pretty significant. I would encourage you to come with a clear justification for why you think you deserve such a raise. I'm sure you do, but you'll need to prove it.
Do some brainstorming and take some notes about your workplace wins over the past year or so. It needn't be anything fancy, just start a Google Doc and write down things you did that went well. With that material in front of you, you should be able to make a case for how you've grown in your role and you are a more valuable worker than you were when you started in the role. Focus on that theme of growth and make a solid case for the value you bring to the organization.

I would discuss it in your yearly review but after making sure you are bringing it up with the right person - ie sometimes it needs to be approved by your line manager but the skip level might have true purview over budget
