Quit, i got 3 weeks on my first job out of college

Do they have a policy of PTO per years of service? If so, they theoretically could bump you up to that next band
That's ridiculous, I wouldn't be able to work anywhere with less than 15. I don't even go on extravagant vacations, it's just essential for doctor's appointments, family stuff, etc. I would bring it up with your manager and refresh myself on the company's PTO policy to see if they maybe forgot to bump you up. If you really are only supposed to be getting 5 days per year, I'd start looking elsewhere.
Look at what company policies are, do you ever get a bump in PTO days? Only having 5 days for 3 years isn’t a great trade off. Definitely worth the negotiation, would also start comparing the overall job to other things out there.
Do you have an annual performance cycle (or more frequent). I would bring it up to my manager early in the cycle as a goal, like a promotion or a raise. Tell them is a priority for you and ask for their help on how to achieve it. I negotiated an extra week of PTO when is started. My company also bumps up your PTO every 5 years or so.
Ouch that is really bad. Most companies that I have worked out have better policies than that right off the bat. I would find something else if they won't offer you more PTO. It definitely doesn't hurt to ask for more PTO, if they value you, they will give it to you.
