Maybe start by asking them what data is driving the decision. Before you jump in with your feedback and concerns provided here, understand what is motivating this change. That way you can tailor your points to their actual concerns.
It might not last forever either. I once worked for a company that decided to use AI for all their subject lines. But over time they decided they couldn’t afford the service and that there was a negative brand impression when the headlines didn’t sound human.
Sounds like Canvas. Pfizer uses it and perhaps other companies too. Extremely frustrating indeed. In the pharmaceutical industry space I understand. Don’t like it but understand. Sorry that they don’t have the respect for you or your position to at least be part of the decision process.

The reason leadership wants to do this is because they get a kickback from the builder company every time we do a site with them. However, the designers are now mad because this gives them double the amount of work to do and limits their creativity significantly, and the web developers are scared because they don't see how they are relevant anymore. And to top it off, we were all notified that this change would be mandatory at the same time together, without any consulting on my part previously.
As a CD, I don't feel like this change is beneficial for either team, or our clients because they want to charge significantly more for less customization. I would not be surprised if this causes people to quit, either. How can I effectively bring up my concerns to leadership?

This is really what it comes down to at the end of the day for them, so if you want any hope of persuading them, you have to present an argument that convinces them they're actually going to lose out on money by making the change. But like you said, they get a kickback every time they make a website with it so it's gonna be a tough sell for you.
