Gia doesn't certify sapphires. https://www.gia.edu/gia-faq-grade-sapphires
At any rate I would imagine you'd be buying a lab made sapphire at that price anyway so the valuation is less important because resale is not as good.
You can check the return policy and take it to a third party jeweler for valuation. Getting it valued will be helpful for insurance anyway.
I wouldn't expect a company to pass off a lab created sapphire as natural as 1) that would be unethical and 2) lab created look pretty different - much glassier in my opinion. I think the bigger issue would be disclosure of color treatments. I'm not really sure what treatments are considered "normal" for sapphires and which need to be disclosed.
What budget are you looking to spend?
But yes I would think it's a red flag...

In any event, I would focus more on what you like than on what the resale value is.
If you are focused on resale value, consider buying estate jewelry as it will have already been screened for quality and have less markup. This shop has some in your price range. https://filigreejewelers.com/product/1-41-oval-cut-sapphire-engagement-ring-in-14k-yellow-gold/
