They are ONLY reducing and laying off Offshore folks..

They eventually want this to be an Europe based organization only...

Europe by far has been anti offshore.
Atos has a product based culture, they weren't an IT company before.

The operating margins that IT companies gain from Offshore resources, is not being leveraged by Atos.

Atos has a culture of hiring Contractors at high rates.

To cover a debt of 1.6 Billion, they will do repeated layoffs and hire from outside at Premium price.
