My employer doesn't have the budget for business travel from the management team, while they allow me to go there without using PTO. There is a conference I am interested in and the registration fee is reasonable. Is it weird to pay for and attend a conference on your own?

No. Tell your boss you are going on your own dime. They might be able to off set some of it after the fact when they realize they look cheap. If they don’t pay, you might be able to claim it as a tax expense.

The higher management suggested me not to attend without any reason. It is my profession development which was not supported by my current employer. I could still attend it partially to the hybrid policy but it will not be considered as a smart decision till I have got an external job offer in hand.

Negotiation in new offer: I’m moving from fully remote to fully in office (with chance of hybrid later) offer for associate director in quality in pharma for 170k base, 18% bonus and 75k equity.
