That could be illegal, but there are a lot of factors that determine whether or not it's illegal per se. I've had jobs where I didn't receive my first paycheck for up to a month, depending on the payroll schedule. But they should've communicated all of that to her at the beginning. Are they just telling her they aren't going to pay her?

They keep saying we are behind and short on funds. It seems very odd to me. Its been nearly 3 weeks since starting. She missed the first 2 weeks pay :/. When should she refuse to continue? After a month?
This is definitely not a normal occurrence and unless disclosed by the company, likely illegal. She needs to document her hours and get HR involved or go beyond them to the department of labor. Your feelings are completely right on this one.
If they straight up aren't paying her, it's got to be illegal. But since she just started, I'd assume they're just behind on getting her direct deposit set up, not trying to stiff her for free work. Assuming she brought it to their attention, what did her boss have to say about it?

The boss said that they are behind and short on funds and that they will pay her once they can. That sounds shady to me
