My interview rounds are already completed, and only the offer discussion round is pending. Whenever I reach out to the HR, she says she will update me by the end of the day and call me, but she never follows up. This has been happening for the last three weeks since my final round. Is this a common experience with HR? How much time does it usually take for the offer discussion or for generating the offer letter?

What company is at the top of your product wishlist for working? I'd love to work at Slack or at Notion. Both have great reputations and Slack especially is supposed to be an ideal place for PM's. Notion mostly just cause I use it and would love to be involved in bettering a product I actually use. Now all I have to do is actually become a product manager.
