It's possible they never hired anyone and it was essentially a ghost job. A lot of companies do that, they post jobs and sometimes even interview people, but they have no intention of filling the position. It's like they're looking for talent for some future day that never really comes. It seems inexplicable, but as companies seem to put a pause on hiring it almost makes sense. They want to be ready if things turn around.
This is usually it. It keeps a ton of people from losing their jobs, lets companies claim they’re “growing”, while letting employers see where they stand in the job market. It’s so normalized now that management talks about it like nothing in most orgs.
Another take in on it is that HR sees 25 years and thinks you will have very few years to contribute to the company. I ran into the same boat being somewhere 27 years. People see that as a big investment for somebody that could be short-term, 10 to 12 years
