Are there city or county laws / regulations around burning trash and/or noise regulations?
If so, notifying the other landlord that their tenants are causing problems is probably a good first step. From there, reporting them to the appropriate authorities is probably the next step you could take.
If there aren’t any regulations…. You’re going to be hard pressed to find a peaceful resolution.

Sounds like a problem with the property rather than current tenants. Maybe reach out to the other landlord to get their take on the neighborhood and tenants and look for resolution together.
