Axelon and mondo are real the others are more run a third party branch so they can put c2c tag
It means Corp to Corp. If you work as a consultant and work under your Corp e.g. llc or corporation, you can work on a Corp to Corp vs. being a w2 employee of the company you'll be contracting with. The company will be paying your company vs. paying you as an individual. There are tax benefits to it as you can claim business expenses but it also means, you are responsible for taxes, business insurance etc.
I have only heard of US tech and binding minds- both legit agencies.

I used to work at Axelon, so not a scam. Mondo is also not a scam. I know a few recruiters that worked there. Not sure about the others
