You need to have interests and hobbies outside of work. Browse through meetup.com and you’ll find plenty of inspiration.
Have you tried taking your laptop to a coffee shop or cafe? Do you work there and maybe you'll be able to meet new people there.
The only time I’ve ever talked to anyone at a coffee shop is when I’ve initiated it 😅 I feel like in general alot of people aren’t comfortable initiating conversation IRL, when it’s not behind a screen.
There’s a no-fail trick:
Get out, and go talk to people. Stores, whatever clubs and meetups, anywhere really.
If it sounds hard, practice friendly chatting (not ‘hitting on’) on easier situations like checkout, waiters, take initiative, be polite, friendly, no creepy topics.
After x number of those, and set a number of, you’re ready to up the game to introduce yourself to someone you find attractive, same friendly smiling vibe.
If one of those goes well, or after y times of those, say “hey it’s been fun talking, I’d like to take you out, can I get your number. Then follow up next day with a reserved plan.
It’s levels of comfort, practice, confidence.
But you need to DECIDE to do it.
