If that’s correct, it kind of explains why people might avoid switching jobs right now… nobody wants to risk having to go abroad for stamping. People may decide to back out on accepted offers and stick with their current companies. What do you think?

Stamps are for re-entry to the US. You don’t need stamp if you don’t leave the country. So regardless of new or old company, that requirement stays. You will only avoid it with the old company if you have valid stamp for 2 years or so.
I’m not sure who is getting a lot of offers in this market anyway.

You get 3 year extensions on h1b so you need to get stamping if you leave the US and you previous stamp has expired irrespective of whether you change job or not. People mostly stay in the same job if they are in the green card process or on L1 visa.
You don’t need a new stamp if h1b transfer retained your old i94 number which is almost always the case barring exceptions . You can also enter in and out of country if the visa stamp is valid despite having the old employer’s name on it.
