Probably much much less. This sadly doesn’t surprise me one bit. As we continue to take backward steps as a country we’ll probably see more of this. Especially as groups like those led by Edward Blum attack any effort that is minority-focused.
Not surprising at all. Now, part of it is that the government tends to focus its spending on a few big agencies (the article notes that NASA spent 99% of its budget at one agency). So when there's a concentration of spending like that, smaller agencies, which would include those traditionally disadvantaged, just get shut out. There's a lot to be done, starting at ground level to recruit people into the field, and to encourage the creation and development of new agencies that can compete for a seat at the table.
