Always apply. It's the hiring manager's job to filter your out, not yours. Don't do the work for them.
I agree, always apply. Additionally, I would search "[company name you're interested in] recruiter" on linkedin and connect directly with recruiters/talent acquisition folks for that company. They know all the openings, and you can have that talk about what fits. They'll also keep your resume on hand if something new comes along.
Lastly, sometimes those requirements are flexible. Especially if the job post has been sitting a while. Example: "10 years of experience in ___ required" .... but they haven't found anyone yet. Then you show up with all the other requirements but only 6 years of experience. They might be thrilled. Always apply for sure.
