It is not an easy task and I could understand how you feel as I have involved in executing layoff thrice in my career.
As HR, we need to keep our mind focus on the task, no emotional involvement during communication. Employees would question why, hence, be sure to have script ready for communication and stick to it so you don't let your own emotion take over. Also do have FAQ prepared so you can response accordingly. One rule - never tell the person that you understand how you feel as you are not the one facing it.
Be prepared for the following reactions:
1. Crying (be sure you have tissue box)
2. Anger & Justification (you need to be calm)
3. Shock (appeared silent throughout)
Whatever the reactions might be, pause a moment and resume communication.

I feel for you. I would remind myself that I am part of the process, not the cause. It is heavy, but carrying it alone will burn you out.

I’m really sorry you’re having to deal with this, it isn’t a nice position to be in at all and I feel for you! Don’t be too hard on yourself!
It is a hard pill to swallow but just remember to handle those employees with care. I was in the position where I had to lay people off and made sure I handled it with care. When it was my turn to be laid off I was grateful that my manager did it with care.

I was re responsible for a 20% staff reduction with the expectation that my own role was also being impacted. No one told me in the lead up to it. It simply aligned with where I saw the business moving. I was patient and respectful during the process. I also pointed out that this was one of many changes to come and that this was not a personal decision. I predicted my own term date based on my remaining projects, I was off by three days. The point of it all is that life goes on. If you did not do your job, someone else might do it for you and add you to the list. You did not select these people to lose their jobs and may not have been involved in the decision. I was involved in the whole process but I was not the decision maker. I helped people I could help afterwards by reviewing resumes and giving interview coaching because I could help them. Some people held a grudge, I have no responsibility for their feelings. Do your job with integrity, professionalism, and respect. Control the controllable. You cannot and should not carry the negative nature of these events with you. All the best.
