Our district generally moves recess indoors for elementary when temperatures or wind chills are below zero
Lower than 30 degrees for the feels like temp is typically when they call for indoor recess.
When it's freezing. Or feels like freezing. The kids hate it, but there are no trees or anything near the school to block the wind. It feels so much colder than it actually is when we're out there in the winter.
Here in NC they have inside recess when it is close to freezing. Most of the kids here never wear the proper weather clothing .
Our policy is "feels like" <15 F. Since it's the principal's call though, they usually call it if it's around 20, but if the kids are really squirrelly and needing to move we might go out down to 15
24 degrees Fahrenheit & below are considered as cold.
Checking in from Minnesota! Most schools use temperature and/or wind chill of —10, but some use —5 or if the temp hits 0.

Ask someone who gets kind of wimpy and doesn’t like the cold. I prefer it if we didn’t have outside recess anytime it dipped below 40°. I know that’s not a thing. But I would say if it’s below freezing the kids should have indoor recess.
We usually keep kids inside when it drops below 20°F (-6°C). Anything colder than that and the wind chill becomes a real concern!
