When trying to move internally (BO to MO/FO), do you think network/someone pulling you in plays a bigger role than your skillset/credentials?

Starting as an IT manager at a private org after 5 years of big 4 experience. Should I go for my MBA if I’m in my early 30s with extra time on my hand? Or just develop skills and get certs to move up?
What do you think when you see someone’s calendar and it’s packed wall to wall for days on end or for weeks out? Multiple overlapping appointments and invites from early AM to after 6pm. Are these people really that busy and, when it’s someone on your career/promotion track, is this what I have to look forward to?? How do you get anything done?
