What does an “O” rating get you? There’s no headcount available for promo, so what other benefits are there for this rating? Does it increase your refresher and or bonus?

I have 9.5 yrs of experience and am currently level 62 in Microsoft. I feel I should be Senior SE in Microsoft (level 63) but when I got microsoft offer last year the HR said it is the maximum they can give. Fixed base is 28 LPA. There is an upcoming appraisal cycle in September, so I wanted to ask how much can I expect Microsoft to adjust the base salary in this appraisal cycle ( given my performance was decent) ?

I have an offer accepted from Elevance 125k (Anthem) and w a good team and seems that WLB would be ok. Also, Amazon hiring manager wants to interview me for a job.
